FSM - Pedestrian Light

State machine for a pedestrian crossing light, clocked at 1 Hz.

3 states: green, orange, red.

• Green: stays active until pedestrian button is pressed and minimum 10 seconds have elapsed.
• Orange: lasts 2 seconds.
• Red: lasts 8 seconds, then back to green.

Reset is asynchronous and active-high.
