8-to-3 Priority Encoder

Input zone[7:0] represents eight requests.

Behavior

• zone[0] has the highest priority and zone[7] the lowest.
• intruder_zone returns the index of the highest-priority active request.
• valid is 1 when at least one request is active.
• When no request is active, valid is 0 and intruder_zone is 0.
• The circuit is purely combinational.
