Watchdog Timer

The watchdog is a safety mechanism. A counter decrements every clock cycle from G_TIMEOUT. If the counter reaches zero, o_timeout goes to '1'. The i_kick signal reloads the counter to prevent timeout.

Reset is asynchronous and active-high.
